deutsche Version weiter unten<\/strong><\/em><\/strong><\/em><\/p>\n\n\n\n <\/p>\n\n\n\n The Transnational Chain of Actions will start in two months: We want to remember 2015\u2019s summer of migration and connect this anniversary not only with our fundamental critique of the deadly European border regime but also with our continuity of struggle for freedom of movement.<\/p>\n\n\n\n In two months, it will have been exactly 10 years ago that refugees and migrants started the March of Hope in Budapest. On the 3rd of September 2015, thousands of people, who were blocked at Keleti train station in Budapest by the Hungarian authorities, decided to enact their right to move by walking to the highway, toward Austria. On the 4th of September, their successful mobilisation meant that they could even travel by bus to the Austrian border and from there with trains onward, throughout Europe. For several months, corridors from Greece to Sweden were opened, allowing for free movement and even a choice of where to settle. At that time, the Dublin system collapsed, and with it, the need for smuggling. It was a period of time, where the lowest death rate at EU borders was recorded.<\/p>\n\n\n\n The summer of the unexpected\u2026<\/strong><\/p>\n\n\n\n Nobody had anticipated the summer of migration. Neither politicians, border guards, and the so-called risk analyses of Frontex, nor solidarity movements had expected the scale and dynamism of movements. Later, we would understand some of the factors that had come together, aiding the summer of migration: the longer-term consequences of the Syrian war, which had led to mass displacements in the region, the often inhumane conditions in camps in Lebanon, Jordan or Turkey, coupled with the hopelessness of returning to Syria. Changes in government in Greece, with the new Syriza government decreasing restrictions and eventually allowing migrant movements to travel through the country. There were many more factors but what was decisive, first and foremost, was the determination of the people on the move.<\/p>\n\n\n\n Between May and August 2015, they opened the borders to Macedonia by sheer force of numbers and travelled further to Serbia and Hungary, receiving solidarity by local NGOs and civil society groups along the way. After several attempts by different state authorities to divert the people on the move and keep them detained in camps, the self-organised March of Hope created its own dynamic. The borders were literally over-run in the following weeks and months of autumn 2015. Governments in the Balkans desperately created improvised border crossings and strange corridors in order not to lose complete control. At the same time, welcoming groups formed, mainly local supporters but also international supporters joined along the routes and built amazing solidarity structures, offering food, clothes and information to the people on the move.<\/p>\n\n\n\n The backlash and the brutalization of borders<\/strong><\/p>\n\n\n\n Both the militarization of the fence at the Greek Macedonian border, with thousands of refugees and migrants blocked in the fields of the Greek village of Idomeni, and the EU-Turkey deal of March 2016 marked the beginning of the backlash. In the following years, and up to today, the conditions along all migration routes have continuously worsened, characterized by a brutalization of the border regime. Non assistance and dying at sea, illegal and violent push- and pullbacks on land- and sea borders are daily realities and have become \u201cnormalised\u201d practices of human rights violations by border guards and Frontex all over the EU. More and more deals and \u201cmemorandums of understanding\u201d with governments in North Africa were concluded, which included the funding and training of border guards, as well as the transfer of surveillance technologies. Detention, forced labour and chain deportations, torture and rape, slavery and pogroms are the consequence. Deterrence, no matter the human cost, is the motto of EU migration policy and the externalisation of borders to North Africa and beyond.<\/p>\n\n\n\n The tenacity of struggles for the right to move<\/strong><\/p>\n\n\n\n Still, despite this backlash, also struggles for the right to move, for protection and a better life continue, everywhere along the different migration routes to cities in Europe. People on the move change or invent new routes to undermine or circumvent the blocked ones. The risk of death is a permanent companion. Suffering, violence and trauma are the price of daily struggles and confrontations. From these contested spaces, manifold solidarity projects have evolved, not only to document and protest against human rights violations but also to build and to extend infrastructures for freedom of movement: to provide food and shelter, to support with information guides or hotlines, with legal interventions or civil rescue ships.<\/p>\n\n\n\n The Chain of Actions<\/strong><\/p>\n\n\n\n In light of all this, we call for a transnational Chain of Actions in September and October 2025. A transnational online press conference will take place on the 4th of September, the day of the historic breakthrough of the \u2018March of Hope\u2019 in Budapest in 2015. We will connect different locations and mobilizations in a common chain of events. So far, these include:<\/p>\n\n\n\n \u2014 a Solidarity and Resistance Camp in Biesenthal near Berlin<\/strong> from 4-7 September, prepared by Search and Rescue organizations;<\/p>\n\n\n\n \u2014 a protest regatta called F.Lotta around Lampedusa<\/strong> around the 10th of September, see https:\/\/flotta.noblogs.org\/<\/a>;<\/p>\n\n\n\n \u2014 a two-day protest in front of the UNHCR and IOM headquarters in Geneva<\/strong>, with a demonstration against camps and internment on 12 and 13 September, co-organized by local groups in Geneva together with Refugees in Libya;<\/p>\n\n\n\n \u2014 the Caravan for Freedom of Movement and Equal Rights from Thuringia to Berlin<\/strong> from 20 to 27 September, with a final parade in the capital city and organized by the network We\u2019ll Come United, see https:\/\/www.welcome-united.org\/en\/<\/a>;<\/p>\n\n\n\n \u2014 a transnational <\/strong>conference from 3 to 5 October in Rabat to mark the 20th anniversary of migrant self-organisation in Morocco<\/strong>and ten years of the resthouse \u201cBaobab\u201d for women on the move,<\/strong> co-organized by the network Afrique-Europe-Interact;<\/p>\n\n\n\n \u2014 action days in <\/strong>Rome<\/strong> in the frame of the campaign against the prolongation of the Memorandum of Understanding between Italy and Libya<\/strong> in mid-October, initiated by Refugees in Libya, see https:\/\/www.refugeesinlibya.org\/post\/invitation-to-the-press-conference-in-rome-on-friday-20th-june-2025-at-11-00-a-m-camera-dei-deputat-1<\/a><\/p>\n\n\n\n We invite everyone to join and mobilize for these actions and also call for further, small- or large-scale initiatives and events during these weeks in September and October.<\/p>\n\n\n\n Together, we live today in a \u201cpost-migrant\u201d society of the many. That is also a legacy of 2015 and we want to build on that. Freedom of movement is a possibility. We saw it ten years ago and we see it every day in the cracks of Europe\u2019s borders! Pendant plusieurs mois, des couloirs allant de la Gr\u00e8ce \u00e0 la Su\u00e8de ont \u00e9t\u00e9 ouverts, permettant la libre circulation et m\u00eame le choix de l’endroit o\u00f9 s’installer. C’est \u00e0 cette \u00e9poque que le syst\u00e8me de Dublin s’est effondr\u00e9, entra\u00eenant avec lui la n\u00e9cessit\u00e9 de recourir \u00e0 la contrebande. C’est \u00e0 cette \u00e9poque que l’on a enregistr\u00e9 le taux de mortalit\u00e9 le plus bas aux fronti\u00e8res de l’UE.<\/p>\n\n\n\n L’\u00e9t\u00e9 de l’inattendu…<\/strong><\/p>\n\n\n\n Personne n’avait pr\u00e9vu l’\u00e9t\u00e9 de la migration. Ni les politiciens, ni les gardes-fronti\u00e8res, ni les soi-disant analyses de risque de Frontex, ni les mouvements de solidarit\u00e9 ne s’attendaient \u00e0 l’ampleur et au dynamisme des mouvements. Plus tard, nous comprendrons certains des facteurs qui se sont conjugu\u00e9s pour favoriser l’\u00e9t\u00e9 de la migration : les cons\u00e9quences \u00e0 long terme de la guerre syrienne, qui a entra\u00een\u00e9 des d\u00e9placements massifs dans la r\u00e9gion, les conditions souvent inhumaines dans les camps au Liban, en Jordanie ou en Turquie, ainsi que le d\u00e9sespoir de retourner en Syrie. Les changements de gouvernement en Gr\u00e8ce, avec le nouveau gouvernement Syriza qui a r\u00e9duit les restrictions et finalement autoris\u00e9 les mouvements de migrants \u00e0 travers le pays. Il y a eu beaucoup d’autres facteurs, mais ce qui a \u00e9t\u00e9 d\u00e9cisif, avant tout, c’est la d\u00e9termination des personnes en d\u00e9placement.<\/p>\n\n\n\n Entre mai et ao\u00fbt 2015, ils et elles ont ouvert les fronti\u00e8res de la Mac\u00e9doine par la seule force du nombre et se sont rendu\u00b7es en Serbie et en Hongrie, b\u00e9n\u00e9ficiant de la solidarit\u00e9 d’ONG locales et de groupes de la soci\u00e9t\u00e9 civile tout au long de leur parcours. Apr\u00e8s plusieurs tentatives des diff\u00e9rentes autorit\u00e9s de l’\u00c9tat pour d\u00e9tourner les personnes en d\u00e9placement et les maintenir dans des camps, la Marche de l’espoir auto-organis\u00e9e a cr\u00e9\u00e9 sa propre dynamique. Les fronti\u00e8res ont \u00e9t\u00e9 litt\u00e9ralement d\u00e9bord\u00e9es dans les semaines et les mois suivant l’automne 2015. Les gouvernements des Balkans ont d\u00e9sesp\u00e9r\u00e9ment cr\u00e9\u00e9 des postes-fronti\u00e8res improvis\u00e9s et d’\u00e9tranges couloirs afin de ne pas perdre totalement le contr\u00f4le. Dans le m\u00eame temps, des groupes d’accueil se sont form\u00e9s, principalement des sympathisants locaux mais aussi des sympathisants internationaux qui se sont rejoints le long des itin\u00e9raires et ont construit d’\u00e9tonnantes structures de solidarit\u00e9, offrant de la nourriture, des v\u00eatements et des informations aux personnes en d\u00e9placement.<\/p>\n\n\n\n Le retour de b\u00e2ton et la brutalisation des fronti\u00e8res<\/strong><\/p>\n\n\n\n La militarisation de la fronti\u00e8re gr\u00e9co-mac\u00e9donienne, avec des milliers de r\u00e9fugi\u00e9s et de migrants bloqu\u00e9s dans les champs du village grec d’Idomeni, et l’accord UE-Turquie de mars 2016 ont marqu\u00e9 le d\u00e9but du retour de b\u00e2ton. Au cours des ann\u00e9es suivantes, et jusqu’\u00e0 aujourd’hui, les conditions le long de toutes les routes migratoires n’ont cess\u00e9 de se d\u00e9grader, caract\u00e9ris\u00e9es par une brutalisation du r\u00e9gime frontalier. La non-assistance et les morts en mer, les refoulements ill\u00e9gaux et violents aux fronti\u00e8res terrestres et maritimes sont des r\u00e9alit\u00e9s quotidiennes et sont devenues des pratiques \u00ab normalis\u00e9es \u00bb de violation des droits de l’homme par les gardes-fronti\u00e8res et Frontex dans l’ensemble de l’UE. De plus en plus d’accords et de \u00ab protocoles d’accord \u00bb ont \u00e9t\u00e9 conclus avec des gouvernements d’Afrique du Nord, qui pr\u00e9voient le financement et la formation de gardes-fronti\u00e8res, ainsi que le transfert de technologies de surveillance. D\u00e9tention, travail forc\u00e9 et d\u00e9portations en cha\u00eene, torture et viol, esclavage et pogroms en sont les cons\u00e9quences. La dissuasion, quel qu’en soit le co\u00fbt humain, est la devise de la politique migratoire de l’UE et de l’externalisation des fronti\u00e8res vers l’Afrique du Nord et au-del\u00e0.<\/p>\n\n\n\n La t\u00e9nacit\u00e9 des luttes pour le droit de circuler<\/strong><\/p>\n\n\n\n Malgr\u00e9 ce revers, les luttes pour le droit de circuler, pour la protection et une vie meilleure se poursuivent, partout le long des diff\u00e9rentes routes migratoires vers les villes d’Europe. Les personnes qui se d\u00e9placent changent ou inventent de nouveaux itin\u00e9raires pour saper ou contourner ceux qui sont bloqu\u00e9s. Le risque de mort est un compagnon permanent. Souffrances, violences et traumatismes sont le prix des luttes et des confrontations quotidiennes. De ces espaces contest\u00e9s sont n\u00e9s de multiples projets de solidarit\u00e9, non seulement pour documenter et protester contre les violations des droits huamins, mais aussi pour construire et \u00e9tendre les infrastructures de la libert\u00e9 de circulation : fournir de la nourriture et un abri, apporter un soutien au moyen de guides d’information ou de lignes t\u00e9l\u00e9phoniques d’urgence, d’interventions juridiques ou de navires de sauvetage civils.<\/p>\n\n\n\n La cha\u00eene d’actions<\/strong><\/p>\n\n\n\n \u00c0 la lumi\u00e8re de tout cela, nous appelons \u00e0 une cha\u00eene d’actions transnationale en septembre et octobre 2025. Juli 2025<\/p>\n\n\n\n Die transnationale Aktionskette wird in zwei Monaten beginnen: um an den Sommer der Migration von 2015 zu erinnern und um diesen Jahrestag nicht nur mit unserer grunds\u00e4tzlichen Kritik am t\u00f6dlichen Grenzregime dieser Zeit zu verkn\u00fcpfen, sondern auch mit der Kontinuit\u00e4t der K\u00e4mpfe f\u00fcr Bewegungsfreiheit. In zwei Monaten wird es genau 10 Jahre her sein, dass Fl\u00fcchtlinge und Migrant:innen den Marsch der Hoffnung in Budapest begonnen haben. Am 3. September 2025 beschlossen Tausende von Menschen, die in Budapest am Keleti-Bahnhof von den ungarischen Beh\u00f6rden blockiert wurden, ihr Recht auf Bewegungsfreiheit durchzusetzen, indem sie auf die Autobahn in Richtung \u00d6sterreich liefen. Am 4. September hatten sie ihre Forderung durchgesetzt und konnten mit Bussen zur \u00f6sterreichischen Grenze und von dort mit Z\u00fcgen nach ganz Europa reisen. \u00dcber mehrere Monate hinweg konnten Korridore der Bewegungsfreiheit von Griechenland bis nach Schweden ge\u00f6ffnet werden, bis hin zur freien Wahl des Wohnsitzes. Das Dublin-System brach zusammen, und auch der Menschenschmuggel schmolz dahin. Und dies war die Zeit, in der die niedrigsten Todesraten an den EU-Grenzen verzeichnet wurde.<\/p>\n\n\n\n Der Sommer des Unerwarteten…<\/strong><\/p>\n\n\n\n All dies geschah unerwartet und weder Politiker, Grenzsch\u00fctzer oder die sogenannten Risikoanalysen von Frontex, aber auch nicht die Solidarit\u00e4tsbewegungen konnten die bevorstehende Dynamik vorhersehen. Im Fr\u00fchjahr 2015 kamen mehrere Faktoren zusammen, die zum Sommer der Migration f\u00fchrten: die inakzeptablen Bedingungen im Nahen Osten mit Hunderttausenden von Menschen, die in der T\u00fcrkei und im Libanon festsa\u00dfen, die neue griechische Syriza-Regierung, die die Restriktionen lockerte und die Migrationsbewegung endlich durchlie\u00df, und nicht zuletzt die Entschlossenheit der Menschen auf der Flucht, die im Mai bis August die Grenzen zu Mazedonien durch ihre gro\u00dfe Anzahl sowie durch Interventionen lokaler NGOs \u00f6ffneten und die Weiterreise nach Serbien und Ungarn erm\u00f6glichten. Nach mehreren Versuchen der Beh\u00f6rden, die Menschen umzuleiten und in Lagern zu halten, entwickelte der selbstorganisierte Marsch der Hoffnung und die folgenden Ereignisse eine eigene Dynamik. In den folgenden Wochen und Monaten des Herbstes 2015 wurden die Grenzen buchst\u00e4blich \u00fcberrannt. Die Balkanstaaten errichteten verzweifelt improvisierte Grenz\u00fcberg\u00e4nge und seltsame Korridore, um die Kontrolle nicht v\u00f6llig zu verlieren. Gleichzeitig bildeten sich entlang aller Routen Willkommensinitiativen, die haupts\u00e4chlich aus lokalen, aber auch aus internationalen Unterst\u00fctzer:innen bestanden und die erstaunliche Solidarit\u00e4tsstrukturen mit Lebensmitteln, Kleidung und Informationen f\u00fcr die Menschen auf der Flucht aufbauten.<\/p>\n\n\n\n Die Gegenreaktion und die Brutalisierung der Grenzen<\/strong><\/p>\n\n\n\n Der militarisierte Zaun an der griechisch-mazedonischen Grenze mit Tausenden von blockierten Fl\u00fcchtlingen und Migrant:innen auf den Feldern des griechischen Dorfes Idomeni sowie das EU-T\u00fcrkei-Abkommen im M\u00e4rz 2016 markierten den Beginn der Gegenreaktion. In den folgenden Jahren bis heute sind die Zust\u00e4nde auf allen Migrationsrouten mehr und mehr von einer Brutalisierung des Grenzregimes gepr\u00e4gt. Unterlassene Hilfeleistung und Sterben auf See, illegale und gewaltsame Push- und Pullbacks an Land- und Seegrenzen sind an der Tagesordnung und wurden in der gesamten EU zu “normalisierten” Praktiken von Menschenrechtsverletzungen durch Grenzsch\u00fctzer und Frontex. Weitere Vereinbarungen und “Memorandums of Understanding” mit den Regierungen der Maghrebstaaten beinhalten die Bezahlung, Lieferung von Ausr\u00fcstung und Ausbildung von Grenzschutzbeamten. Inhaftierung, Zwangsarbeit und Kettenabschiebungen, Folter und Vergewaltigung, Sklaverei und Pogrome sind die Folgen. Abschreckung um jeden Preis lautet die Strategie, mit der versucht wird, die Migrationskontrolle nach Nordafrika auszulagern.<\/p>\n\n\n\n Die Hartn\u00e4ckigkeit der K\u00e4mpfe um das Recht auf Freiz\u00fcgigkeit<\/strong><\/p>\n\n\n\n Aber zugleich wird \u00fcberall auf den Migrationsrouten darum gek\u00e4mpft, die Zielst\u00e4dte in Europa zu erreichen, um Schutz oder ein besseres Leben zu finden. Die People on the Move<\/em> \u00e4ndern ihre Routen oder erfinden sie neu, um die blockierten Routen zu unterlaufen oder zu umgehen. Die Todesgefahr ist ihr st\u00e4ndiger Begleiter. Leid, Gewalt und Traumata sind der Preis der t\u00e4glichen Auseinandersetzungen. In diesen umk\u00e4mpften R\u00e4umen haben sich vielf\u00e4ltige Solidarit\u00e4tsprojekte entwickelt, die nicht nur die Menschenrechtsverletzungen dokumentieren und dagegen protestieren, sondern auch Infrastrukturen f\u00fcr die Bewegungsfreiheit auf- und ausbauen: mit Nahrungsmitteln oder Unterk\u00fcnften, mit Informationsplattformen oder Notruftelefonen, mit juristischen Interventionen oder zivilen Rettungsschiffen.<\/p>\n\n\n\n Die Aktionskette f\u00fcr Bewegungsfreiheit<\/strong><\/p>\n\n\n\n Vor diesem Hintergrund rufen wir zu einer transnationalen Aktionskette im September und Oktober 2025 auf. Eine transnationale Online-Pressekonferenz wird am 4. September stattfinden, am Tag des historischen Durchbruchs des March of Hope<\/em> in Budapest im Jahr 2015. Wir werden die verschiedenen Orte und Mobilisierungen in einem gemeinsamen Rahmen verkn\u00fcpfen. Oktober in Rabat<\/strong> anl\u00e4sslich des 20-j\u00e4hrigen Jubil\u00e4ums der Migrant:innenselbstorganisation in Marokko und des zehnj\u00e4hrigen Bestehens des Rasthauses “Baobab” f\u00fcr Frauen in Bewegung; mitorganisiert vom Netzwerk Afrique-Europe-Interact;<\/p>\n\n\n\n – Aktionstage in Rom im Rahmen der Kampagne gegen die Verl\u00e4ngerung des Memorandum of Understanding zwischen Italien und Libyen <\/strong>Mitte Oktober, initiiert von Refugees in Libya, siehe https:\/\/www.refugeesinlibya.org\/post\/invitation-to-the-press-conference-in-rome-on-friday-20th-june-2025-at-11-00-a-m-camera-dei-deputat-1<\/a>.<\/p>\n\n\n\n Wir laden dazu ein, sich diesen Aktionen anzuschlie\u00dfen und daf\u00fcr zu mobilisieren, und wir rufen auf zu weiteren, auch kleineren Initiativen und Veranstaltungen w\u00e4hrend dieser Wochen im September und Oktober.<\/p>\n\n\n\n Wir leben heute in einer “postmigrantischen” Gesellschaft der Vielen. Das ist nicht zuletzt unser Erbe aus dem Jahr 2015, und darauf wollen wir aufbauen. Bewegungsfreiheit ist m\u00f6glich, wir haben es gesehen und wir sehen es jeden Tag in den Rissen an den europ\u00e4ischen Grenzen!
